Shona Turner

Shona Turner, MBA, PMP, CSM, is a senior portfolio and program executive with more than two decades of leadership across the public and private sectors, specializing in homeland security, emergency management, public health preparedness, and complex federal programs. Her expertise spans full life-cycle portfolio management, federal contract execution, stakeholder engagement, workforce optimization, strategic planning, and business operations.

Ms. Turner is an experienced leader in organizational development, strategic growth, and federal market positioning for government contractors. Throughout her career, she has supported opportunity identification, proposal strategy, partnership development, and stakeholder engagement across agencies including the Department of Defense, Department of Homeland Security, Department of Health and Human Services, and the World Health Organization. She has also held executive consulting roles focused on delivery excellence, scalable organizational design, and enterprise-wide initiatives aligned with long-term growth.

Previously, Ms. Turner served as Senior Director of Management Consulting at Softtek Government Solutions, where she oversaw profit-and-loss performance for a $14 million portfolio supporting ATF, CISA, DoD, and HHS. She led a 100 percent recompete success rate, expanded operations into additional HHS preparedness centers, and improved portfolio margins while strengthening program execution and advancing new business growth.

Ms. Turner spent nearly two decades with General Dynamics Information Technology, where she led major Department of Homeland Security and FEMA initiatives related to national preparedness, critical infrastructure protection, and community resilience. Her work included support to CISA programs involving industrial control systems security and cross-sector coordination, as well as nationally recognized FEMA preparedness campaigns including CERT, the National Preparedness Household Survey, America’s PrepareAthon!™, and You Are the Help Until Help Arrives. She also briefed senior federal leaders and supported coordination with the White House, Congress, and other federal stakeholders.

She holds a Master of Business Administration from the University of Maryland Global Campus and dual bachelor’s degrees in International Business and Marketing and in Finance from the University of Maryland, College Park. She is a Project Management Professional and Certified ScrumMaster, with formal study in Homeland Security Management.
